Kobolds have one great city in which all colors of dragons are worshipped. However there are many smaller communities of kobolds spread across the world dedicated to all the mysteries and colours of the Dragon Cult. Kobold government is usually theocratic governed by a high council or a high priest. Those visiting kobold communes will note that their society is rigidly structured around religious ceremonies and a well cemented caste system. It is possible for a kobold to change castes in its lifetime but it is unlikely. Heretics and deviants to whatever local flavor of dragon cult is present are often exiled or executed depending on the severity of crime. This theme changes somewhat in Hatch where a more tolerant attitude towards blasphemers and outsiders is permitted.
They are the highest caste and are eligible to become prophets, missionaries, and divine rulers.

in Hatch depending on the offence blasphemers are often sent to the great mine or to the fighting pits to atone for their crimes based on how much they chip away at the shell of the world they may be forgiven for their blasphemy.

Hatch often welcomes outsiders as potential converts to the dragon cult. It is still illegal to blaspheme the great winged ones, though other religions are tolerated. The Ordained Council of Hatch sees the benefit of trade and diversity in their city and often promote this view through encouraging colonization of Beren (the southernmost continent) by other races and civilizations.
Kobold communities are generally intolerant of outsiders though their are some exceptions. Often Kobold communities do not worship the entire pantheon of the dragon cult, but hone in on specific aspects like worshipping a single colour of dragon, or a certain incarnation of the egg. Often these communities have differing religious ceremonies and types of government. Your mileage will vary.

To the Elves who once ruled the entire continent of Shetal the world was birthed from the mind of the Godhead of Sholeor. To the Orcs the world was hammered into being by the mighty blacksmith god Valdring birthed fiery from his great forge. To the humans the world is a product of the romance between the god of order and the god of chaos. To the dwarves the world was written. The Kobolds however, believe that the world is an egg containing the largest dragon in the cosmos. When the first kobolds stumbled across the great rift in the world (a massive chasm spanning hundreds of miles) it was proof that the world was an egg, and this chasm was the first crack in its shell. The Kobolds settled in the great rift creating the mighty city of Hatch in which they decided to help the dragon break its shell by digging ever deeper into the worlds crust.
